The Association of Senior Civil Servants of Nigeria (ASCSN) has endorsed the posting of Mr. Innocent Bola-Audu out of the Office of the Accountant General of the Federation (OAGF), insisting that only the leadership of Comrade Shehu Muhammed is recognized by law, government, and labour structures.
In a statement issued by its Media and Publicity Committee, the ASCSN described a letter dated June 19, 2026 with reference No: ASCSN/OAGF/VOL.I/99 as “fake” and said it did not emanate from the association.
The union alleged that both Bola-Audu and Mr. Gamaliel C. Acho have been impersonating the National President and Secretary General of ASCSN, and are currently facing criminal prosecution for impersonation at the FCT High Court, Jabi. The matter was adjourned to Monday, July 20, 2026.

The association stated that the recognized leadership remains Comrade Shehu Muhammed as National President and Comrade Joshua Apebo as Secretary General. Muhammed also serves as First Deputy National President of the Trade Union Congress of Nigeria, National Chairman of National Public Service Negotiating Council 1
COURT RULING CITED
ASCSN referenced National Industrial Court judgments to back its position. It said the judgment in Suit No: NICN/ABJ/169/2025 delivered on April 15, 2026 did not remove the current leadership.
Citing the court’s subsequent ruling in NICN/ABJ/133M/2026 of May 20, 2026, the union noted that the earlier judgment, while “valid and subsisting until set aside, is not enforceable until the determination” of its appeal marked CA/ABJ/CV/573/2026 at the Court of Appeal.

POSTING IN LINE WITH PUBLIC SERVICE RULES
On the transfer of Bola-Audu from OAGF to the Federal Ministry of Humanitarian Affairs and Poverty Reduction, the union said the action was in order.
It explained that Public Service Rule 020610 protects only “Unit Executives who are voted into office by workers in a particular MDA” from being posted out until the expiration of their tenure. The rule, it added, does not cover National Officers who are elected by members across all MDAs.
The union said it was aware that Bola-Audu has vowed not to honour the posting.
“Meanwhile, Bola-Audu has been boasting to all who care to listen that he will not accept the posting and that nothing whatsoever will happen to him.”

ASCSN has therefore asked the Accountant General of the Federation to disregard any request for the reversal of the posting, warning that allowing imposters to interfer in civil service administration would set a dangerous precedent.
