ECOWAS, Nigeria Partner to Roll Out Solar Energy Project

Nigeria and the Economic Community of West African States (ECOWAS) have signed a Memorandum of Understanding (MoU) to implement the Regional Off-Grid Electricity Access Project (ROGEAP) 2026 pilot.

The initiative aims to electrify 15 public health and education facilities through solar PV systems, with ECOWAS providing a $700,000 grant for installations in rural health centres and schools across the Federal Capital Territory (FCT), Niger State, and Nasarawa State.

The Rural Electrification Agency (REA) will lead the implementation, focusing on disciplined execution and measurable outcomes. A separate agreement with the Niger State Government ensures state-level collaboration and co-financing, strengthening coordination and ownership of the sub-nationallevel.

These signings reflect a model we strongly believe in, that is a combination of regional cooperation, clear institutional roles, shared financing, and accountable implementation. When partnerships are structured properly, delivery becomes stronger and impact more sustainable.

The ROGEAP is part of efforts to increase access to modern energy in West Africa, aligning with regional goals to promote sustainable development and economic growth.
