…From Ogun forest to Oyo and Ebonyi, how forensic clues, CCTV footage and international intelligence exposed transnational meth ring; Marwa says Nigeria won’t be haven for cartels

In a major breakthrough against transnational drug cartels, the National Drug Law Enforcement Agency, NDLEA, has arrested a Mexican drug kingpin attempting to flee Nigeria and dismantled a third industrial-scale methamphetamine laboratory in less than four months.
The kingpin, Arturo Carrera Loaiza, was intercepted on August 19, 2026, at the Murtala Muhammed International Airport, Lagos, while trying to exit the country.
Chairman/Chief Executive Officer of the NDLEA, Brig. Gen. Buba Marwa (rtd), who disclosed this at a press briefing in Lagos on Tuesday, said the arrest was the culmination of months of intelligence-driven operations targeting a Mexican-led syndicate operating clandestine labs in Nigerian forests.
Represented by the Director of Media and Advocacy, Femi Babafemi, Marwa said the agency had in May uncovered a meth lab in a forest in Ogun State, arresting three Mexicans and seven Nigerians, and in June, busted another lab in Tapa village, Ibarapa North Local Government Area of Oyo State, arresting a 56-year-old Mexican meth expert, Jose Villa Ochoa, and four Nigerian collaborators.
According to Marwa, investigation by the Special Operations Unit, SOU, established that Ochoa was recruited and trafficked into Nigeria by Loaiza, who entered the country on June 10, 2026, alongside another Mexican, Jose Ceballos Perez, a fact confirmed through international partners and photographic identification.
Upon arrest at the Lagos airport, Loaiza claimed he was invited by a Nigerian identified only as “Henry” for a restaurant business and denied links to drug manufacturing.
But forensic evidence contradicted him.
“Investigators recovered images of Arturo dressed in a blue laboratory coat, standing amid equipment consistent with methamphetamine production. Analysis of the location metadata embedded in these images led our operatives to a property undergoing construction at Isiata Ugoni Okposi, Ebonyi State,” the agency stated.
On August 30, operatives raided the Ebonyi property linked to one John Samuel Ivo Okike. The site engineer and caretaker told investigators about a suspicious temporary structure built over the septic tank area and persistent strong chemical odours.
A recovered CCTV memory card proved decisive. Footage showed Loaiza in a blue lab coat on the premises and captured, at about 9:00 p.m. on August 21, chemicals and equipment being moved out on the instruction of Okike.
Acting on intelligence, operatives traced the materials to an isolated house in a neighbouring community under the custody of one Nwanja Obasi, where they recovered large quantities of chemicals and equipment.
Recovered items include 442.8kg of Acetone, 37.1kg of Toluene, 200kg of P2B, 31.5kg of Hydrochloric acid, 20kg mixture of Acetone/Bromobenzene, 5.1kg Chloride Salt, 1.7kg Ethanol, 1kg Tartaric acid, dehydrators containing methamphetamine residue, condensing units, reaction pots, gas burners, weighing scales, mixers, drums and a blue laboratory coat matching the one in the earlier images.
Marwa warned that Nigeria would never become a safe haven for drug cartels.

“Let me be unequivocal, Nigeria will not be allowed to become a haven for transnational drug cartels seeking to relocate their laboratories from other jurisdictions into our forests and rural communities.
“The arrest of Arturo Carrera Loaiza and the dismantling of the Ebonyi facility, coming so soon after the Ogun and Oyo operations, demonstrate that this Agency’s intelligence and forensic capabilities are more than a match for these syndicates,” he said.
He commended officers of the SOU, Strike Force, Forensics and the Oyo, Ogun and Ebonyi Commands, and vowed to pursue all financiers and local enablers.
